iciHaiti - Cap-Haïtien: Rehabilitation and modernization of Park Saint Victor
Cap-Haitien, the country’s second largest city, is home to Park Saint Victor, an iconic stadium in the region with a capacity of 8,000 spectators, which has long been a hub for gatherings, sporting events and celebrations. However, over the years, some of its infrastructure has deteriorated, depriving the community of a key space to gather. In response, local authorities have reached out to the International Organization for Migration (IOM) to support the rehabilitation of the Park.

Since September 2024, IOM, with the support of the United States Agency for International Development (USAID), has been working with the Ministry of Youth and local authorities to rehabilitate and modernize the stadium.

One of the unique aspects of IOM’s Park Saint Victor project is its emphasis on creating employment opportunities for local residents and deported migrants. 30% of the project’s workforce is comprised of migrants deported by the Dominican Republic.

For IOM, employing migrants in local development projects is a strategy to strengthen social cohesion and combat discrimination against deported Haitians. By providing income-generating activities and a chance to meaningfully contribute to their communities, IOM helps reduce the drivers of forced migration and encourages migrants to consider a future in Haiti.

The rehabilitation of Park Saint Victor goes beyond infrastructure. It is a deeply symbolic and practical effort to restore a shared space where residents can gather, building a stronger sense of community and belonging. As part of the project, IOM also planned to install a new lighting system in the stadium. Once completed, this lighting project will extend the stadium’s use into the evening and enhance the security of the area.

Although the Cap-Haitien project is coming to an end, IOM remains committed to supporting the Haitian people and fostering positive change through collaboration. Currently, 55 rehabilitation projects are underway in Port-au-Prince, Delmas, Les Cayes and Cap-Haitien. These efforts are all the more crucial in a context marked by three years of growing insecurity, an increase in evictions and persistently high unemployment.
