Minister Vincent explained, "For remote areas, not yet provided with adequate maternity services, a Clerk living in the Communal Section will receive on site the declaration of the birth of the child using technological tools. We already have a set of computer equipment, office equipment and motorcycles to make available to the civil status counters in public hospitals, so that all children can be identified from the maternity ward where they are born.
