"[...] A hideous monster accompanying the triumphs of the industrial revolution since the 19th century, 'The Drug' has now, in all latitudes, turned into a cruel obsession for governments, into a tragedy for families, as a reason for concern for doctors; in continuing moral pain for the law enforcement agencies dedicated to fighting and neutralizing it. Institution with a humanist vocation, 'leaning on man and his weaknesses', the National Commission for the Fight against Drugs (CONALD), through the voice of its Coordinator, salutes the untiring dedication of the Presidency who, in common agreement with the Government and in a constant and highly appreciable manner, devotes part of its leadership to reabsorb this scourge which mourns Haitian families, ravages and cruelly ruins our society. [...] Convinced that together our citizens will triumph in this vital struggle for their physical and mental health, the CONALD Coordination Office wishes all concerned in general and members of the Narcotics Trafficking Brigade (BLTS) in particular, a year of Peace, radiant Health and comfort of the soul in 2021."
