iciHaiti - Justice : 24 magistrates were certified, 11 others excluded (Lists)
The High Council of the Judiciary (CSPJ) ruled on the certification reports transmitted by the Technical Certification Commission (CTC). 24 magistrates were certified by the CTC and 11 others were not certified for various reasons.

List of certified magistrates :
Me Josué Alexis, substitute judge at the Gonaïves Peace Court (Northern section);
Me Geonel Almonor, substitute judge at the Cerca-Carvajal Peace Court;
Me Merso Belabre, judge titutar at the Petit-Goâve court;
Me Sauverne Belizaire, substitute judge at the Cerca-la-Source Peace Court;
Me Dieula Benjamin, substitute judge at the Cap-Haïtien Peace Court (Southern section);
Me Rony Cerisier, judge and investigating judge at the Anse-à-Veau Court of First Instance (TPI);
Me Fougère D'allemand, judge titutar at the Petite-Rivière des Nippes Peace Court;
Me Yves Darice, substitute judge at the Gonaïves Peace Court (Northern section);
Me Edwige Dorsainvil, judge and investigating judge at the Mirebalais International Criminal Court;
Me Berthony Fleury, investigating judge at the Anse-à-Veau International Criminal Court;
Me Henri-Claude Adhémar, judge at the Cap-Haïtien Court of Appeal;
Me Raymond Jean Michel, judge at the Hinche Court of Appeal;
Me Marie Orianne Peguy Joseph, deputy government commissioner at the Port-au-Prince International Criminal Court;
Me Jean Rica Jules, substitute judge at the Carrefour Peace Court;
Me Luxon Marcellus, judge titutar at the Mirebalais Peace Court;
Me Nesly Marcena, judge and investigating judge at the Anse-à-Veau International Criminal Court;
Mw Dominique Sony Mouscardy, substitute judge at the Ennery Peace Court;
Me Nadele Ferdinand, judge titutar at the Peace Court of Roseaux/Jérémie;
Me Jean Robert Noël, substitute judge at the Peace Court of Petit-Goâve;
Me Jean Dany Pierre, substitute judge at the Peace Court of Jérémie;
Me Wilfrid Thelus, judge titular at the Peace Court of Cap-Haitien (Northern section);
Me Georges Valentin, substitute judge at the Peace Court of Gonaïves;
Me Frédéric Vilsa, deputy government commissioner at the public prosecutor's office at the TPI of Port-au-Prince;
Me Wansix Pierre, judge and investigating judge at the TPI Miragoâne.

List of magistrates excluded from the judicial system :
Me Raymonde Jean Antoine, substitute judge at the Kenscoff Peace Court : highly criticized and questioned for lack of moral integrity, involvement in acts of dispossession and gangs, behavior unworthy of a judge;

Me Alphonse Eugène, substitute judge at the Hinche Peace Court : excluded for extorting money from litigants, serious breach of ethics, lack of moral integrity;

Me Christophe Jean Michel, judge and investigating judge at the Petit-Goâve TPI, excluded for extorting money from litigants, lack of moral integrity. Release of a rapist for three million Gourdes on the basis of an agreement between the parties;

Me Louis Fils Joseph, judge and investigating judge at the Aquin TPI : highly criticized in the judicial community, lack of moral integrity, false divorce judgments;

Me Vogly Louis, acting judge at the Grand-Goâve Peace Court : highly criticized, ransoming litigants, academic inadequacy (no bachelor's degree);

Me Lyndor Moïse, substitute judge at the Anse-à-Veau Peace Court : lack of moral integrity, abuse of authority, arbitrary arrest leading to the death of a defendant, complicity in arson;

Me Lenor Orientus, regular judge at the Fond-des-Blancs Peace Court: ransoming litigants, lack of moral integrity;

Me Jean Fleury Raymond, substitute judge at the Croix-des-Missions Peace Court: lack of moral integrity, ransoming litigants, involvement in acts of dispossession and armed gangs;

Me Jean David Moïse Simon, substitute judge at the Jérémie Peace Court: lack of moral integrity, ransoming of litigants, involvement in acts of dispossession and armed gangs;

Me Mireille Cherestil Sylvain, judge and investigating judge at the Hinche TPI : lack of moral integrity, ransoming of litigants, involvement in acts of dispossession and armed gangs;

Me Jean Mary Toutenva, substitute judge at the Hinche Peace Court : highly criticized, lack of moral integrity and ransoming of litigants.
