iciHaiti - UEH : Inauguration of the Monferrier Dorval Chair of Constitutional Law 26/08/2024 10:12:05 To bring the Monferrier Dorval Chair of Constitutional Law to a safe harbor, the Executive Council of the UEH entrusted it to a group of hand-picked personalities. These are Professors Fritz Deshommes, Jean Eugène Pierre-Louis, Yvrose Guerrier, Henri Marge Dorléans (President of the Scientific Council), Carline Joseph Duval (Coordinator of the Technical Secretariat), Patrick Pierre-Louis and Renan Hédouville. In his speech, Rector Fritz Deshommes recalled "[...] Few people notice that this Constitution that we are trying to pillory has only been implemented by less than 10%. That, 37 years after its promulgation, the Agrarian Reform, universal schooling, decentralization, the construction of a strong, legitimate, democratic, sovereign State remain pious wishes. Even rarer are those who realize that the Project of Society enshrined in the 1987 Constitution has long since ceased to be the reference for everyone. Or that the neoliberalism that this Constitution was called upon to combat was able to shine with all its fires and all its lights. Very few realize the often crude maneuvers implemented to refuse, to avoid the application of the Fundamental Charter. Or even the inadequacy between the amended version voted by Parliament under the conditions that we know and that promulgated in 2012 [...]" Rector Deshommes believes that the Monferrier Dorval Chair supports the current agitations on the constitutional question. "[...] It is therefore more than necessary that our university supports the debate in perspective on the constitutional question, to allow each and every one to find their way, to safeguard the achievements of our democratic struggles as a people, as a Nation and to ensure that the Fundamental Charter that must govern us is commensurate with our history, our essence and our contributions to humanity." Emphasizing "[...] it is also true that constitutional issues should not be the business of constitutionalists or lawyers alone. Sociologists, anthropologists, economists, psychologists, management specialists, political scientists and the whole range of fields of knowledge will have to be called upon to prevent the continuation of what could be called 'the constitutional evil of the Republic of Haiti'" It should be noted that this chair will be housed in the Faculty of Law and Economics (FDSE). Through this chair, the leaders of the UEH seek, among other things, to strengthen the teaching of research in constitutional matters, advance debates on constitutional issues, strengthen the rule of law and state institutions and honor the memory of the late Me Monferrier Dorval, professor of constitutional law and former President of the Bar Association of Port-au-Prince.
