iciHaiti - Law : Towards the use of electronic signature ?
The National Telecommunications Council Working Group and the Haitian Institute of Statistics and Informatics responsible for the implementation of electronic signatures, organized a workshop to examine a preliminary draft law on electronic signatures. This initiative aims to adapt the law of evidence to new technologies and to strengthen the skills of CONATEL.

It should be remembered that an electronic signature is a process for validating a document digitally, thus guaranteeing its authenticity and integrity.

Several public sector actors, including the Ministry of Economy and Finance, the National Commission for Public Procurement and the Inter-American Development Bank (IDB), partners of the Haitian State in the digital transformation, participated in this workshop. The objective was to collect information and advance the implementation of the work already carried out by the working group.

Engineer Josés Jean Baptiste, Director General of CONATEL, stressed the urgency for the State to be able to sign documents electronically, without the signatory or the authorising officer having to travel. Wilson Fièvre, Director General of IHSI, also insisted on the delay in the implementation of this project, which should have been operational for a long time.

The issues discussed during this workshop included the needs of institutions in terms of electronic signatures, the types of documents requiring an electronic signature, and the mechanism for producing and signing these documents. Monitoring is planned until the submission of this preliminary draft to the competent authorities so that it becomes a draft decree, then an applicable law.
