Following the resolution adopted by the Council of Ministers, meeting extraordinary, Thursday, October 6, 2022, authorizing Prime Minister a.i. Letter from Acting Prime Minister Ariel Henry :

"Port-au-Prince, October 09, 2022

Mr António GUTERRES

Secretary General of the United Nations

Mr Secretary General,

On behalf of the Government that I have the honor to lead and on behalf of the Haitian people, I appeal to the active solidarity of countries that are friends of Haiti and have the capacity to deploy without delay a specialized international armed force to deal with the humanitarian crisis, including ensuring the free flow of water, fuel, food and medical supplies from major ports and airports to communities and healthcare facilities.

This situation led to a complete halt in the distribution of fuel throughout the territory and caused the closure of certain hospitals and schools, the shutdown of pumping stations making it impossible to supply drinking water in several areas, in particular in poor neighborhoods where we have recorded a resurgence of cholera, an ailment of which no case had been reported for three years. Gang violence has caused shortages of some basic foodstuffs. Activities are practically at a standstill and the country's economy is suffocated.

A resolution adopted by the Council of Ministers mandated me to :

1- Solicit and obtain effective support from Haiti's international partners, through the immediate deployment of a specialized armed force, in sufficient quantity, to stop, throughout the territory, the humanitarian crisis caused, among other things, by the insecurity resulting from the criminal actions of armed gangs and their sponsors;

2- Quickly achieve a safe climate that should make it possible to fight cholera effectively, to promote the resumption of the distribution of fuel and drinking water across the country, the functioning of hospitals, the restarting of economic activities, the free movement of people and goods, and the reopening of schools.

The support we are requesting should help us regain control of the situation, restore the authority of the State, enforce the rule of law and envisage, in the near future, a return to the normal functioning of democratic institutions. Many other actions will have to be undertaken on the social and economic levels in order to achieve these objectives in a sustainable manner. Support to reach a national consensus allowing us to carry out honest and democratic inclusive elections between all the living forces of the nation is also necessary.
