In its bulletin #8 released on June 30, 2022, the Crime Observation Unit of the Center for Analysis and Research in Human Rights (CARDH) reveals that kidnappings in the 2nd quarter of 2022 (April to June) suffered an increase of 44.8% compared to the first three months of the year, from 225 to 326 kidnappings, including 290 Haitians and 36 foreigners of 9 different nationalities

A few figures :

April 2022: 53 cases

May 2022: 118 (+122%)

June 2022: 155 (+31%)

+192% over 3 months

326 kidnappings were recorded in the second quarter of 2022 compared to 242 in the second quarter of 2021, an increase of 34.7%.

For the first 6 months of the year 2022, 40 foreign nationals were kidnapped against 53 during the 12 months of 2021

The CARDH recommends, among other things, to immediately give the police the means and concrete support to tackle this problem : Appropriate materials and equipment; Technologies, command center; Formation of units adapted to the development of reality and Declaration of the state of siege.

Special units from other countries must be considered, because the country needs large-scale and specialized operations on several fronts at the same time to neutralize the four axes of "evil" :

Martissant :

Martissant and its surroundings (gangs from Grand Ravin, Village-de-Dieu and TiBwa and their allies);

Croix-des-Bouquets :

Croix-des-Bouquets and part of Tabarre (400 Marozo and its ramifications in the plain);

Cite Soleil : (G9/Gpèp);

Torcel/Pernier (vitelhome innocent).

At the same time, a structure must be put in place to ensure that the means are used wisely and the right of derogation in strict compliance with the principles of the rule of law and human rights.
