In his letter sent to FIFA officials Jacques Letang explains : "I regret to present to you my resignation from the post of President of the Normalization Committee of the Haitian Football Federation (FHF) [...] [...] I accepted this mission in order to participate in a real project to rebuild Haitian football. I must admit that despite my best efforts, today I neither have the power nor the means to properly fulfill this mission. I must therefore draw all the conclusions and withdraw from this process in which I cannot find my way [...] [...] During these few months, I have done everything I can to meet the specifications defined by FIFA. Faced with the many difficulties encountered by the Committee, I spoke of the problems of method and resources which hampered from the outset its ability to fight against attempts at sabotage and the incessant resurgence of bad practices."
