Natural hazards, those linked to human action and the consequent emergency situations have marked the history of Haiti causing in addition to hundreds of thousands of deaths : considerable material losses and damage, particularly in terms of housing, agriculture and infrastructure, weakening the living conditions and well-being of the majority of the population.

The National Disaster Risk Management Plan (2019 - 2030) deploys around four strategic axes, which align with the Sendai Framework, the priorities of which are :

- Improving knowledge of disaster risks;
- Strengthening disaster risk governance;
- The development and use of financial mechanisms for building the resilience of communities, public and private structures;
- Improving preparedness for an effective response and rapid recovery after a disaster.

These axes target 10 results and envisage 62 activities.

These will then be made operational through a global implementation plan and sectoral plans intended for the public and private sectors, in accordance with responsibilities and accountability mechanisms, which must be clearly identified and shared.
