Due to an obsolete and totally dysfunctional civil status system, nearly 3 million Haitians (+/- 25% of the population) do not have a birth certificate, are not registered anywhere and do not officially exist, some for almost 100 years...

Wilfrid Bertrand the Director General of the National Archives deplores the lack of awareness to encourage people to declare their child at birth and the lack of supervision by civil status officers who do not always do their job properly stressing that "If children must be registered at birth [..] support must be provided on the ground [...] structures must be set up in the communal sections and even in the cities so that the children can be declared [...]"
