iciHaiti - CONATEL : Registration of the identity of any purchaser of SIM cards
Following the rise of insecurity in Haiti and the use by bandits pf mobile phonewho cannot be traced until to their owners, Jean-Marie Guillaume, Director General of the National Telecommunications Council (CONATEL) reminds users in general and telephone operators in particular, the obligation for operators (regulatory decision #OE-CNT-DEC20130004 dated August 7, 2013) to set up a buyer identification and registration structure for each card SIM enabled.

Consequently, in a circular "CONATEL orders operators to strictly comply with the provisions of the said regulatory decision under penalty of seeing the sanctions applied.

Likewise, CONATEL enjoins all users to buy SIM cards only in points of sale where their identity can be registered. Users must provide an identity document to the seller of the SIM card and will require that it be registered.

Otherwise, the user's SIM card must be deactivated by the telephone operator within 24 hours without any liability on the part of the latter.

Telephone operators are given one week to present to CONATEL the measures necessary to guarantee the effectiveness of the provisions of this regulatory decision, in particular with regard to SIM cards already in circulation."
