Senator Jacques Sauveur Jean believes that "this delay or negligence not only deprives to people eager for work the pleasing prospect of several thousand jobs in an organization that has jurisdiction over the entire national territory, but still deprives the country of a dynamic service capable of making a significant improvement in collection and waste management for the benefit of ecosystems [...]" He asks the President of the Senate to send a letter to the Head of State inviting him, under Article 136 of the Constitution, which makes him a guarantor of the proper functioning of the institutions, to take all the measures and provisions for this law, promulgated and published for nearly a year, to be implemented as soon as possible.
