iciHaiti - Politic : OCID advocates parliamentary transparency
The Citizen Observatory for the Institutionalization of Democracy (OCID) advocates parliamentary transparency and better collaboration between Parliament and Civil Society. Indeed, observers of political processes and democratic institutions in Haiti agree that the role as well as the actions of the Parliament are ignored by a large section of the population; this leads to inappropriate expectations on the part of constituents, parliamentary practices that hinder the institution's independence, and an often negative image of Parliament.

OCID stresses that it is imperative on the one hand, to make the public better acquainted with the work carried out by both the Assemblies of the two Chambers and the Standing Committees and, on the other hand, to encourage more active collaboration between the elected representatives and Civil Society. It is to contribute to the pursuit of these objectives that the OCID regularly collects data on the conduct of meetings at the level of the two assemblies and on the work of the parliamentary committees.

Thus, the week of June 11 to 15, 2018 was marked by the resumption of activities at the level of the Lower House, after a month's holiday of deputies.

During this session, Prime Minister Jack Guy Lafontant had to present the achievements of the last 6 months of his Government before the 20 Senators and 90 deputies gathered in National Assembly. However, he was unable to do so because of the unrest created by a group of deputies of the minority preventing him from speaking, accusing him, among other things, of his lax attitude to the request to submit to the two branches of Parliament of the 5 new ministers appointed last April https://www.haitilibre.com/en/news-24186-haiti-flash-appointment-of-5-ministers.html . Faced with this situation, Senator Joseph Lambert, President of the National Assembly authorized the Prime Minister to only file his balance sheet without his presentation.

During this same period, in the Chamber of Deputies, no session in Plenary Assembly could be realized. In the Senate, the Senators only held one plenary session on Tuesday, June 12, which enabled 16 Senators to vote on Article 7 of the proposed law on the supervision of teachers and professors proposed by Senator Carl Murat Cantave.
