The Order relating to the lifestyle of the State, published in the official newspaper "Le Moniteur" #52, dated Monday, April 3, 2017, informs of the creation of a presidential complaint cell directly attached to President Moïse.

Indeed, Article 63 stipulates "It is created a complaint cell named the Public Service Observatory (Observatoire des Services Publics - PSO) directly attached to the Office of the President of the Republic.

The Public Service Observatory (PSO) is responsible for collecting complaints from all persons and conducting preliminary investigations into reported cases of dubious management, inefficiency, corruption or abuse of any member of the public service.

If necessary, the authorities responsible for investigating the reported acts and prosecuting their perpetrators may be seized by the Anti-Corruption Unit (ULCC)."
