iciHaiti - Jacmel : Recruitment Competition on taxation 24/03/2017 10:05:54 The first part of the competition focused on taxation, arithmetic and area calculation, while the second part focused on general knowledge, including French writing and knowledge of the commune. The idea was not only to test the ability of the postulants, but also to see how they perceived the potentialities of their community. 14 young people will be selected for the commune of Jacmel and 6 for each of the three other communes. While a dozen others will remain as replacements in case of eventual discontinuance. The implementation of the various phases of this tax mobilization project, funded by the Ministry of the Interior and Local Government (MICT) to the tune of 6 million gourdes, was to the Research and Development Intervention Group in Development and Education (GRIDE), under the leadership of the Jacmel City Council. This project, which is currently being implemented, "will enable the Mayors of the borough to exploit the tax potential that for years has never given satisfactory returns due to a lack of implementation of tax collection," explained André Lafontant Joseph, Coordinator of the GRIDE, stressing that this is also an opportunity for town councils to create jobs, highlighting the skills of young academics in their respective communities. Adding that a certificate of "Tax Technician" will be awarded to each youth based on the results of the competition. Dr. Macky Kessa, Mayor of the Municipal Council of Jacmel, considered it important to invite the other commune so that they could also benefit from this project stressing that "The involvement of three other communes in the Jacmel district, reflects the spirit of solidarity and unity between town halls," recalling that he had suggested to the Ministry of Interior to finance of projects aimed at empowering the town halls, in order to ensure the "payroll" of their staff, hence the objective of this tax mobilization project. Note that new measures are being taken by the Haitian government to ensure that 60% of municipal revenues are allocated in the municipal budget to public services and investments such as school construction, road infrastructure, sanitation and drinking water.
