In his speech, the substitute of government Me Franck Beneche, which assured the interim, addressing the new Commissioner declared "[...] Mr. Commissioner, the jurisdiction of Petit-Goâve is a difficult jurisdiction. It covers three communesand includes 5 courts of Peace. Many tasks await you. I am convinced that your integrity, your skills and experience will enable you to propely fulfill your duties. Be a Judge of science and conscience." In his words of circumstance, the new Government Commissioner, Me Lhitan stated "As Commissioner of the Government, I have a pressing obligation that is to apply the penal policy of the Government and reduce prolonged pretrial detention. I will apply the law against all odds. It is necessary that we develop a synergy and collaboration between all judicial actors. I am a man respectful of the law and as executor of order, I will execute judgments when they are legal. I ask of all a frank and sincere collaboration in order to give a new image of Petit-Goâve.
