In 1973 he was Consul General in Tokyo (Japan), then First Secretary of the Embassy of Haiti in Rome (1974-1976). Subsequently he held the position of First Secretary at the Embassy of Haiti in Mexico (1976-1977), of Deputy Director General of Immigration and Emigration (1977-1979) and Assistant Secretary of State for the Interior and National Defence (1979-1981). He was also Minister of Haitians Living Abroad (MHAVE).
